Putting Public Policy into Practice to Preserve Cultural Heritage (Gedung Juang 45 Bekasi Case Study)

Gedung Juang 45 Bekasi is a cultural heritage building with significant historical value as a symbol of the
local struggle for Indonesian independence. As a regional cultural asset, the existence of Gedung Juang
45 Bekasi requires consistent public policy implementation to ensure that its historical significance and
functional role are preserved. This study aims to analyze the implementation of cultural heritage
preservation policies based on Bekasi Regency Regional Regulation Number 5 of 2013, using Gedung
Juang 45 Bekasi as a case study.
This research employs a qualitative method with a case study approach. Data were collected through a
literature review of policy documents, regulations, and relevant previous studies. The analysis
concentrates on initiatives for building conservation and revitalization, alongside the supporting and
hindering factors that influence policy implementation.
The findings indicate that the implementation of the regional regulation has been realized through
physical conservation measures and the revitalization of Gedung Juang 45 Bekasi into a digital
museum, gallery, and public space. Policy implementation has covered the aspects of protection,
development, and utilization of cultural heritage. However, it has not yet been fully optimized due to
limited resources, low community participation, and insufficient inter-agency coordination. This study
emphasizes that successful cultural heritage preservation depends not only on regulatory frameworks
but also on institutional capacity and community involvement.
